To use this repository you need to add:
deb http://perso.corsac.net/~corsac/debian/kernel-grsec/packages/ jessie/ deb-src http://perso.corsac.net/~corsac/debian/kernel-grsec/packages/ jessie/
to your /etc/apt/sources.list file (replace jessie with the relevant distribution). You can directly install the linux-image -grsec featureset, but you're actually encouraged to run apt-get source and build the kernel yourself. To install the kernel you will also need the linux-grsec-base package (which provides the sysctl config file to tune the kernel to your need).
